Community Planning Overview:
The heart of the Hays Kansas Comprehensive Plan is a development vision for the city and county - a concept that unifies land use, multi-modal transportation, parks, infrastructure, housing, and other systems into a coordinated program for the city's future. The vision is built on guiding principles developed during an extensive public engagement process that included over 20 meetings, workshops, and open houses with residents. The plan recognizes that long-term goals are realized incrementally through many short-term decisions and provides a sound basis for public and private planning decisions.
Based on the extensive public engagement process, the City implemented the Bike Hays system. Over numerous meetings, residents mentioned a desire for a destination-based system that would allow residents and students to easily move about the city on a bike. The initial system, designed by RDG, included nearly three miles of paved paths and 18 miles of on-street routes, connected neighborhoods, parks, schools, shopping, and other community destinations.
